Bulgur Shells with Spiced Meat Filling

İçli Köfte, or Stuffed Bulgur Balls, are bulgur shells filled with a spiced minced meat filling, a traditional hot starter of Anatolian cooking. The bulgur shell outside and the savoury filling inside meet in every bite. At Harman Yeri they are served with yoghurt, whose coolness balances the warm, spiced filling nicely.
